New York State Department of Health Approves Executive Services Agreement Between Fletcher Allen Health Care and Moses Ludington Hospital

TICONDEROGA, NY - An agreement between Fletcher Allen Executive Services, LLC, and Moses Ludington Hospital, located in Ticonderoga, NY, will allow Moses Ludington to take advantage of Fletcher Allen management services to help oversee its operations. Fletcher Allen Executive Services is a subsidiary of Fletcher Allen Health Care in Burlington, VT. The agreement was approved last week by New York's Health Department. Under New York regulations, the provision of executive management services in a hospital by a third party requires Health Department approval.

Under the agreement, Fletcher Allen will arrange for Charles Miceli, C.P.M., vice president of Supply Chain and Pharmacy Services at Fletcher Allen to serve as the Moses Ludington Hospital interim chief executive officer, while a search for a permanent CEO takes place.  

This agreement augments Moses Ludington's access to Fletcher Allen's clinical expertise under the affiliation agreement that was established this past July to enable both organizations to work more closely together in a coordinated system of care to meet the health care needs of the Ticonderoga community.  

"I am very pleased that the health department has approved this agreement," said Sandra Bolton, chairperson Moses Ludington Hospital Board of Directors. "The hospital will benefit from Mr. Miceli's presence and from the depth of operational expertise he can draw upon that is usually found only at an academic medical center. Being able to share Fletcher Allen's management skills will help us to become a more cost-effective health care provider, which is vital in the new health care reform environment.

"With Kevin Haughney's resignation this past summer, the Board of Trustees asked Lisa Busby, our chief information officer, to serve as interim CEO for the short term and she has done a great job," Bolton continued. "With this new agreement approved by the state, Lisa can focus full-time on our information technology needs, and we will have an interim CEO with board operational skills and experience to provide daily direction and oversight for the hospital."

Fletcher Allen also has affiliation agreements with Alice Hyde Medical Center in Malone, NY and Canton-Potsdam Hospital in Potsdam, NY.
